This session explores how social care and health partners can better understand, evidence and model the real benefits of Technology Enabled Care (TEC). Attendees will gain practical insights into the methodologies and frameworks Rethink Partners and partners like Royal Borough of Greenwich use to capture meaningful financial benefits measurement into the TEC lifecycle.

Clare Morris

Chief Executive, Rethink Partners 

Clare Morris is a nationally recognised leader in commissioning care technology, known for her strategic insight and practical expertise in adult social care. As Chief Executive of Rethink Partners, she helps councils and health systems to build sustainable, digitally mature models of care that align with national priorities. Clare’s work includes developing scalable, evidence-based strategies, from virtual care pilots to full-service rollouts. She specialises in building trust with the care market, supporting workforce skills, and embedding commissioning approaches that deliver long-term value, resilience, and improved outcomes for residents.

Rohan Boyle

Economist & Change Consultant, Rethink Partners 

Rohan Boyle is an economist and financial modeller who specialises in evidence-led, human-centred transformation across health and social care, with a particular strength in modelling impact and benefits. His work is instrumental in shaping robust, standardised approaches to evaluating technology-enabled care, ensuring that investment decisions are grounded in meaningful, measurable outcomes. 

Sam Bassett

Head of Digital Health & Care, Royal Borough of Greenwich

Sam Bassett is a recognised voice in the health and care technology sector, having designed, commissioned and implemented nationally progressive services and programmes for local authorities and systems. The primary driver for these is to give people better quality of life, but Sam has a strong track record of delivering significant return of investment. His services include Suffolk County Council’s ‘Cassius’, which he built as a countywide leading model for care technologies, and most recently the Digital Health & Care Technology service in Greenwich – a unique integrated technology service that delivers to social work and health teams, and is aligning health and care technologies and monitoring as an enabler for better outcomes and integrated neighbourhood working.
