West Midlands 5G: Department for Science, Innovation and Technology Funded Evaluation and Change Programme
Working alongside WM5G, DSIT, and three West Midlands councils we delivered extensive culture change programme to support the rapid implementation of care technology across the West Midlands region. With a clear focus on impact and sustainability, our role helped shape the strategic direction of tech-enabled care by providing robust insight, practical evaluation and engagement across local authorities.
Norfolk Children & Young People Mental Health and Neurodiversity
In Norfolk and Waveney, we brought strategy, insight and co-production to a complex system of children and young people’s mental health and neurodiversity services. Our work laid the foundations for long-term transformation, reshaping governance, commissioning and frontline delivery through a system-wide vision grounded in lived experience and practical action.
LGA: Digital Support Offer for Councils
Rethink Partners supported the Local Government Association to build confidence, capacity and leadership in adult social care digital transformation. Through a co-produced programme involving councils across England, we developed a mix of leadership support, practical resources, and peer-led content to help local authorities embed technology purposefully and sustainably.
Suffolk County Council: Cassius & Cassius+
Cassius and its health-focused demonstrator Cassius+ represent Suffolk County Council’s bold leap into the future of digital care. Rethink Partners supported this transformation from the ground up – shaping implementation, building the right culture, and helping establish Suffolk as a national exemplar in scalable, person-centred, tech-enabled care.
Kent County Council: Digital Roadmap
Kent County Council commissioned Rethink Partners as its Digital Partner to help shape a strategic vision for digital transformation in adult social care. We supported roadmap development, implementation planning, and embedded a culture change programme to help Kent confidently progress its digital ambitions with a strong benefits framework and practical tools.
Working with the Care Market: Department for Health and Social Care Funded programme
Commissioned through DHSC funding, this demonstrator project in Barking and Dagenham helped catalyse a shift in how homecare providers adopt technology. By collaborating with the care market, we delivered real-world testing and valuable insights into embedding care technology within the fabric of care delivery.
London Borough of Newham: TEC Diagnostic, Operating Model, Business Case, Culture & Adoption Readiness
Newham commissioned Rethink Partners to assess the local landscape for technology-enabled care and prepare the system for innovation. Through diagnostic work, co-design, business case development and organisational readiness planning, we equipped the borough with the tools and confidence to embed a next-generation TEC approach aligned with local needs.
Pioneering Integrated Digital Health and Care services
The Royal Borough of Greenwich, in partnership with Oxleas NHS Foundation Trust and South East London Integrated Care System (ICS) partnered with Rethink Partners to reimagine their technology-enabled care model from strategy through to implementation. We delivered a four-phase programme, partnered with an intensive culture change phase, creating a new vision, target operating model and communications approach – rooted in discovery, co-production and sustainability.
